The answer though to my original question here, was answered shortly after posting, and here is the reason.
But first, agree they are inspectors, not a walking talking AD compendium.
I have dealt with a good number of inspectors, and never been faced with a complete blank wall, no replies, or call backs at all as I did at the time of writing the post back in 2019, it made the start of the job at that time quite fraught, especially as we were at the coming out the ground stage ... normally they engage by phone or email, and are most helpful.
It transpired the BC Inspector went AWOL and was asked to leave by his employer, he had been suffering some personal issues - the replacement inspector was apologetic for the company, but it was only because I asked why the vanishing act, that i was told in person - the company themselves never sent any official apology or communicated about it, like they didn't want to acknowledge it had happened ... which seemed odd.
Anyhow - the replacement BC inspector was great, and many months later - job was completed and signed off.
