Back up diesel generators are frequently used and certainly not banned.

But there’s no generator to cope with the supply needed for Heathrow
 
Apparently a lot of sub station infrastructure is pretty old, lots of it is up to 60 years old.

These transformers are very expensive and one of that size would have a lead time of probably a few years.
 
I can understand why Heathrow wouldn’t want to commit to the expense of instant back up generation. Their risk management plan would make interesting reading
