How would you know if safe? Years ago in the days of fuses, if you used 5 meters too much cable, then it would take a second longer to trip. But with a MCB trip, then 5 meters extra moves it from tripping the magnet part to thermal part, so can mean an extra 5 minutes to trip.
This is just one example of how the installation may work, and look OK, but it's not what we consider as safe.
The loop impedance or prospective short circuit current needs an expensive meter to test.
The pass point varies with each circuit. But giving as an example of how easy it is to miss items which could cause danger.
