I am having a discussion with a friend and we were just thinking, can you install ring final circuits, and do they still work in the same way as they did when they first started being used? My friend thinks that they're not allowed under the latest regs. What do the latest regs say??

Much the same as regs have always said - at least, in terms of the 'allowability' of ring finals. Whilst some people don't like them, I would guess that the great majority of new wires and re-wires today still include ring finals.

Yes you can install and yes they are allowed under the regulations.
Probably the main difference between then and now is that, in my view, there is a tendency for electricians to more accurately design circuits for the modern house. Rather than just go for the two ring two lighting circuit approach.
In most cases I would incorporate a ring final circuit into the kitchen together with specified additional circuits such as a cooker circuit and standalone fridge/freezer circuit.
Two, three or four lighting circuits - usually one for outside lights.
For the rest of the house I would put in 20Amp radial final circuits for individual rooms and only really consider an additional ring final circuit if the property was extremely large or had an additional power hungry room.
