Well, it's a very vague term. I never thought it meant that on Day One the Border Security Command would be up and running. In the same way that I didn't expect them to recruit 6500 new teachers on Day One. What I took it to mean was that these were the priorities and on Day One they would sit down with all the relevant people in the police, security services, civil service etc. in order to get it set it up running as quickly as humanly possible. There will be many decisions they have to make. With respect, this feels like a bit of a semantic argument.

And now they've either got to sell it to some unsuspecting buyer in Spain.
Or they have to bring it back to UK, driving it across Spain and France without a legal MOT certificate, not having been tested for many years, and no insurance.
Or dump it somewhere in Spain.
