The government has ripped up the rulebook on managing public money to stem an NHS staffing crisis that has threatened to overshadow the general election campaign.

Matt Hancock, health secretary, has signed off an emergency package of pension reforms to give incentives to high-earning doctors to work extra shifts.

But in a letter to England’s NHS chief, he warned on Friday that the move was “incompatible” with tax-planning rules for public bodies and “could constitute tax avoidance”.

He's an anti-labour campaigner who went on Question Time with his mum.

He's highly-paid enough to be in the top 5% of taxpayers.

He ranted that he isn't in the top 5%, he ranted that he isn't even in the top 50% (both are untrue)

And he ranted that Labour's plan to move the additional tax rate down so it started at the top 5% of earners was a lie (it isn't)

The top 5% of earners are those earning more than (about) £80,000 a year

He says he earns more that £80,000 a year.

He thinks (wrongly) that more than half the taxpayers in the country earn more than £80,000 a year.

He resents the idea that he will have to pay more tax. Fair enough. Lots of people don't like contributing to public services. Let him whinge.

For more info:
If the band was set to start at £80,000; and if he earns £82,000 a year, he would pay an extra 5% on the £2,000. Which is £100 a year.

Some people might think that a man earning £82,000 a year is one of those who can afford to chip in an extra £100.
