New light "invented"

I saw this on Russell Howard's Good News, a while back.

Thing was, I could have sworn it was a filipino or similar guy who "invented" this, on there.

Can anybody describe exactly what has been invented?
 
It's not a "light" in the sense of eddison who they compare with , it's a bottle filled with water and stuck through a hole in a roof which uses refraction to channel natural light inside. You wouldn't call a window or a hole in the roof a light would you?

It's a light tunnel but using a single cheap setup as collector, funnel and distributer for the natural light so in that sense if a "light tunnel" has been patented by say Velux, he's probably infringing!

Yes. It isn't a definition of an invention that it must be patentable.

Whether or not this is an invention in the true sense of the word this guy is just as deserving of a nobel prize as most others who've won one, and a lot more than some I reckon.
