Given that ('in law') they appear free to decide (for whatever, or no, reason) who they regard as 'competent' to undertake the inspections, I suppose it wouldn't actually matter what answer they gave to such a question.And if they took that line with me, I'd take a leaf from someone else here and ask them something along the lines of "so, do you have an engineering level 7 qualified person to disagree with me then ?"
The issue I was really addressing is whether they would regard someone as competent to undertake a 'landlord inspection' if an organisation like NICEICX did not regard the person as adequately trained/qualified/experienced to undertake EICRs 'in the name of a member of their organisation' - and I suspect the answer would usually be 'no'.
