no im not im describing something that phones companies charge depending on what company and what plan you paid for and what it included . Same as some companies charge for picture messages /voicemail /data allowance/ itemised billing etc etcYou are describing the non-EU system where your phone company makes you pay extra to use your phone in other countries.
