Most of the houses had been fully paid for. Rent would cover maintenance.It’s not just selling the houses for a loss, the council doesn’t have to maintain it anymore and the rent paid up to date will cover the loss.

If you rent a house, the cost of the maintenance is included in the rent, so you still pay it
Councils don’t save on maintenance costs by not having council houses, they just pay the money to somebody else.
