Yes - but, as we all keep saying, I don't think anyone has yet told you that it's acceptable for the cable not to have a CPC, have they? (certainly no-one here).The registration bodies say it's ok to oversleeve a green and yellow, my building inspector also say it's ok, looks like everyone that matters say it's ok. They all say which I agree is it should be avoided where possible, but it is not outside of the regs.

I've already told you that 2-core flex is OK for the connection between a plug and a Class II appliance. Of course, if your drill wasn't Class II (i.e. wasn't 'double insulated') then you would have to use 3-core....has you 240v drills got an earth.
