The councils are Oxford, Newcastle, Greater Manchester and Calderdale.

They are majority Labour Councils. I thought it was the left who were big on identity politics?!?

You can conclude that there was no nervousness about investigating certain other races. What races were they?

I'm pretty sure Cyril Smith was a white English man.
