Who is suggesting the Police can operate without money? They get £25bn a year. The Police have a lot of problems, the command structure is out-dated, there is a lot of criminal behaviour, cover-ups are part of the culture as is suspending people on full pay for years, when they should be sacked. The sorts of things that get you sacked in the private sector, just get you moved to another role. Progressions is based on time served not talent. etc. etc.

Policing will always consume all available resources, that doesn't mean it cannot be improved without spending more.
