Set up information for carb / throttle cable.

If you'd have conveyed that when it was asked it could have saved a lot of head scratching and typing as no amount of cable adjustment would make a jot of difference if the lever gives no control of revs.

Ive removed the throttle cable.
I have started it up & revs are high.
I then move the lever either way & revs stay high / lever does nothing in respect of making revs change

OK. Take the air filter off, and look into the barrel/bore of the carburettor, whilst moving that arm back and forth, engine not running - can you see the butterfly opening and closing? Butterfly is a disk which gradually turns, to open up the port, as the arm is moved.

The high rpm, suggests this is permanently wide open, that the arm is doing nothing.

Yes I see it moving.
Air filter off & looking through air filter back plate I see the butterfly.
It moves fine. This part when fully closed is the choke correct.

I need to pop out for 2 hours.

Take a look at this photo.
The left arrow points to a lever which I assume should rotate and hit the screw where the right arrow is pointing. This then sets the tick over ??

When mower is running at high revs the lever is where it is shown in photo. Moving it towards the screw then brings down the revs.

Is something missing or not quite working right.

So throttle butterfly is further in the carb, more so nearer the engine.

I think my last post with photo my help you

Ok so butterfly you mention is connected via gold pin shown by red arrow.
So when engine is running the piece shown by blue arrow should rotate around and hit / touch where the green arrow is pointing.
Then that screw can alter tickover etc.

Well the blue arrow part stays where it is.
So I assume this is where the butterfly is wide open as you mention.
