You didn't say if the governor was free to move or not

You need to understand how the governor works, and what it does - they are quite simple....
A weight on the rotating crank shaft, is flung out by centrifugal force, against a spring trying to prevent it being flung out. That connects to the rod, which then closes the throttle at a certain RPM. It seems, that for some reason, that the governor is not limiting the speed, probably the governor adjustment is wrong.

Does the governor arm move back and forth, when the engine is running versus not running?
The throttle lever is like so.
When it’s at the bottom by tortoise logo the revs should be low.
As you them pull the lever up to the hare then the revs increase.
Pull the lever more & it’s then at the choke position.
To stop the mower you let go the bar of which then via a cable makes contact with the switch which i assumes shorts to earth so there is no more spark at the plug & the brake if that’s what you call it makes contact with the flywheel.
I don’t see how the governor can loose any adjustment just by taking the mower from one deck & putting in another deck.
Surely the adjustment is done manually of which myself or anybody hasn’t touched.

I will need to check if governor arm is moving tomorrow.
But to save time I uploaded a photo of the top of the carb. Do you see anything there that would restrict anything that should be moving not to move. If so that would then via the rod to the governor keep it in it current place thus not allowing it to move.
Or do you see something like a spring or a rod fitted wrong or backwards etc

I asked for this over 20 post's ago
And its still not the view I asked for which is from further away
With the engine off as it’s to early to start it I am able to move the governor arm of which I then see the connection rod move the section on top of the butterfly rotate around & back again.
A little later I will see what happens with the governor arm when I start it.
