Being detained and then arrested gives some sort of indication that she was up to no good.
It is extremely unlikely that the shopkeeper picked on a genuine shopper, detained her and called the police if she wasn't doing anything wrong.

Met Police will not attend for shoplifting unless they've been detained.
And even then, if there's security involved and they obtained name and address, the police will only give a reference number.
The shop will ask for compensation or start civil proceedings and bar the shoplifter.

And I saw the lady, they were shouting at each other from the beginning. She was asking for a refund and they told her that is not possible. So she went to the shop and she told them that, if you’re not gonna get my refund, I want to get what I’m supposed to get for my money.”
The news site reported that the man depicted in the video was the shop’s owner, Sohail Sindho. He told MyLondon he and the woman got into an argument over her request for a refund, and claimed he was assaulted first.
