Simplex heater above shop doors

They are only there to encourage shoppers to come in from the cold into a warm shop!!
OO if only that was the case
Apparently they help to deter flying insects as well

Sadly there are significantly more flying insects in the summer.

It does, just as effective as it would with the heat on. They would have great difficulty, flying in through a working air curtain.
My experience of that is it doesn't appear to be the case, one job had the heater installers back several times before giving up. The customer was armed with several reports which the installers countered with several more to the contrary, customer also called in one of the authors who instantly rubbished the original installation and quoted and installed an almost identical format on a buy or return basis. They returned to remove but refused to re-install the original, they eventually agreed to pay the bill for re-fitting to avoid legal action.

Oh and the controls company I worked for were rubbing their hands at all the repeat jobs to keep making the interface changes.

I don't understand the relevance of that, to keeping flies outside the door. Even wafting bits of plastic can and do keep them out, a decent flow of air across the door, even better.
 
Can someone please explain to me how curtain heaters work, don’t they waste heat by allowing it to go out the door when opened? Do they consume a lot of energy?

2. It depends on that which you mean by "a lot" - but - YES.

Presumably, the "store owner" concerned considers that the "expense" is worth it,
for the "improvement" in "trade".
