Russia and USA are large nations with powerful forces that consider it their right to invade weaker nations, or to overthrow the government by other means. UK. Germany and France used to do the same when they were in equivalent positions.

The rulers know their citizens won't mind the cost and bloodshed of a successful war, if manipulated with propaganda.

But they are scared of massive casualties on their own side, or of a regime-changing defeat.

Iraq had no "weapons of mass destruction" and was invaded.

North Korea does, and has not been.
