There is no solution that couldn't be called "evil" to some degree.

If the kids starve, have them removed by social services and put up for adoption, those 14 kids are all going to grow up as wasters anyway.

But maybe it will stop those 14 from each growing up to be wasters and having more kids and just multiplying the problem each generation.

There is no "nice" solution, so you just have to find a solution that gives the best long-term results.
