That would be education and social values, how many more generations do we have to carry on down this path before we admit the state can't change this aspect of moral education.

Yea, cus lack of discipline in schools was the problem.

It wasn't lazy fickle parents who failed to teach there kids good morals, because of course there was no crime or corruption or lazy feckless underclass before we banned the cane (and no, I do support the cane). I mean people have been talking about "the underclass" in one form or another since the 1800s.

Oh yea, "edzumecation" is the answer. I am sure if you tell those 14 kids that their parents are very naughty people, they will not learn from their parents example.

Keep giving their parents benefits, and keep watching their kids learn from their example.
