Right, in that case I'd better explain to you what the man was saying, since you didn't understand.
He was talking about carbon emission targets and about the use of wind power while defending his decision to recharge the oil industry in the States.
He was pointing out that while most Western countries have carbon emission targets they have exported most of their manufacturing jobs to China and the like. And he was also pointing out the fact that while we may meet those targets China and others will be pushing sh*te out into the atmosphere at an ever increasing rate to supply the world with the things it wants, but which we no longer make for ourselves. And he was pointing out the fact that sh*te in the atmosphere does not hover over China, but spreads all over the world.
As to the windmills, he was pointing out the fact that they are not as carbon friendly as people make out, when manufacturing, regular maintenance, and replacement are factored in.
