Depends how they are set - 85th Percentile - yes, 50th? harder to justify.

Having a car that stops you accelerating irrelevant of the situation. Not so useful. Humans make mistakes, some times you might misjudge a gap and need to make some space quick.

Maybe they had their eyes glued to the speedo while your family member stepped in front of them texting.

There is no significant difference in stopping/reaction time between 28 and 35mph.

28mph could easily be too fast in an area where there are lots of people crossing.
