Spur from ringmain - outside socket RCD

My post drill, lathe also include a NVR. Disc grinders, are probably the most dangerous tools, but I have never seen either a DIY, or industrial one, which includes a NVR.
When I was working for GEC large turbines at Connah's Quay power station we set a whole batch of angle grinders back because the trigger could be latched on. Just looked it up, seems finished 1996 it only seems yesterday. It was one of only two projects I did without having to lodge away from home, the other was Point of Ayr Gas Terminal I spent most of my working life away.

That was my point - I've never seen any sort of 'portable' power tool (ore which 'plugs in', such as grinder, circular saw, jigsaw, chain saw, drill, router etc. etc. etc), whether DIY or industrial, which has built-in NVR functionality - so, as I suggested, probably the simplest way to get such functionality with commonly-available products is to plug them in to an active RCD socket.

The simplest way to make a NVR, is using a button to directly press and engage the armature, which then closes the maintainer contacts.

If one wants to "make an NVR" that is certainly one way to do it. However, as I suggested, it's not all that practical to do that for individual portable tools - and not necessary if one plugs the tools into an active RCD socket.

Possibly not that difficult, with modern electronic controlled tools - many now sport built-in variable speed.

I'm not sure why you are seemingly making life difficult by re-inventing wheels It may be electrically fairly easy, but how would you envisage physically implementing what you propose in each of your portable power tools?

Quite simply - I am not proposing doing so at all, merely suggesting that it could be easily included by designers of such equipment.

Oh, I see - fair enough.

However, unless/until the manufacturers do that with portable tools (and I'm certainly not holding my breath for that :) ) , use of an active RCD socket would seem to be the simplest and most obvious way of getting the desired functionality.

Exactly, is is common with some power tools, power hand-portable, such as drills and disc-grinders seem to be the common exceptions.

Fair enough - as I said, I don't recall having seen int with any 'hand-portable' tools, although it's very common with 'fixed workshop tools' (even DIY ones, including most of those I have)
