That's right. Energy cost is not the only cause. But it is mentioned as the major cause, by both Deloitte and your source Fortune.

And as Noseall keeps saying, your claim that "half of manufacturers are moving" is incorrect.
They are moving some parts of their energy-hungry manufacture. But their main company is remaining in Germany.

Do you think I said they are moving 50% of their manufacturing? Or that 50% are moving all their manufacturing?

Tesla's giga factory in Germany started producing cars a couple of years ago. Just 1000 and day. VW's main factory is enormous.
ACC have halted their planned expansion but why may have nothing to do with German costs
ACC has paused building its battery facilities in Germany and Italy as it weighs up shifting to lithium iron phosphate (LFP) batteries, rather than the previously planned lithium-ion battery cells and modules. While LFP batteries are less powerful, they are cheaper to produce. The move to pause construction comes as the industry is seeing a dip in expected demand.

ACC announced in March this year that it would extend its partnership with energy and services provider Equans France to build a new unit to double production capacity by 2026.

EV;s are having some odd effects. For instance the EU announced a tariff on Chinese ones. The EU makers aren't happy as they sell into China and see the chance of trade wars. One way around that would be build plants in China.

The whole EV area also has another problem in some countries, By a certain date a very high % of production needs to be EV. A tariff is applied to equalise the price difference. How to get EV costs down to the same as petrol to maintain sales volumes?

The other point is that a car manufacturer does not make all of the bits in a car. In the EU's case and probably others some parts are made in China. Electronics - an area that the East again dominates. Some parts may be made domestically where ever the cars are built.

So fine some factors about Germany probably do figure but there are a number of factors causing concern.
