Look at the criminal convictions of members of the ruling party.
A Prince has had his royal title removed.
People who work can't afford to eat.
I'm going to seek asylum in somewhere safer, possibly Syria or Iran.

When one of the text messages sent after the event says 'I think we got away with it...' it suggests they knew damn fine the party was against lockdown rules so yes, he knowingly lied.
