When you pour the milk in first you are creating the potential that the liquid will overflow or even splash when you put the denser cereal in it.
When you put the cereal in first, the milk over it, the heavier cereal is less likely to overflow.

ha ha, I still watch TV on a 12" portable B&W TV because I think colour TV's are dangerous and can affect your vision.
