How is that nonsense? I don't know whether or not it happened, but it sounds plausible. Do you have evidence that it didn't?

Maybe not, but it's a highly unpleasant crime. Are you suggesting that plod should not investigate certain crimes because there are more serious crimes out there?
Incidentally, in the news today the law against stealing domestic pets has been tightened considerably. Whether it will be enforced we'll have to see.

Correct me if I'm wrong, but I don't think there were any riots in Devon. And if there were, they might not have been at the time the dog stealing happened.
