More correctly could get there sooner due to distance. You might call it the early warning race. Russia eventually had the Woodpecker facing west. Suspect the USA had warnings via stations in Europe. Not sure. There was argument about USA intent of installing stuff to spot Iranian missiles. Russia not happy so the idea was dropped. They offered use of one of their stations but USA wouldn't have it. Obama found some other way of doing it.
The current Russian "demands" are in part taking Europe based warhead back home.
Things aren't so simple these days. Missiles from either side can arrive from either direction. Warning systems just need enough time to hit the button to reply to incomings.
TBH in this area I have to wonder which side is worse.
