I know it was a government publication, but it was very pro remain.Ah yes, but somebody will be along to say, that was government expenditure and it was therefore not part of remain and thus legal.
Remain was also fined for missing invoices for expenditure of £80,000

This can be split into 2:
1. Clearly vote leave have broken the law. Which is wrong.
2. If there is a correlation of cost to influence gain, then did the government leaflet cost + allowed expenses + illegal over spending add up to more or less than the leaves allowed expenses + illegal expenses.

The government spending doesn't come into play - it has its position and made it clear in the leaflets.
