I'd not read that but I have read that 'border disputes' preclude NATO membership, that pretty much permanently bans Ukraine from joining.

I honestly don't know. A report followed some who had. A number who would be welcomed. The message that came out of it is that they feel displaced in their own country. The other aspect about employment prospects improving there - without actual numbers pass. Covid is also thought to have caused people to return.

There are figures on settlement around but it doesn't really show net effect on population. Nothing seems to actually. Guardian 1m, others a few hundred k. I didn't bother to read the guardian article. Seems to me that no one knows.
