How would Brexit affect the requirement for a sponsor to be earning a certain amount of money, or have a certain level of savings before they could have their EU spouse/brother/sister/parent, etc live with them?

I guess our government would decide. No reason they wouldn't continue to allow it. After all our prime minister is pro all things Europe.
The rules are set, for non-EU immigrants of UK dependents. They couldn't discriminate against non-EU nationals, or in favour of EU nationals.

Why? They do now. Ex squaddie couldn't bring his American wife over recently despite having served his country.

Additionally, any current EU national, living in UK, in any kind if relationship with a UK citizen is under threat, because we still don't know what will happen to EU nationals currently in UK, or current expats in other EU countries.

It suits you to say that but basically it's just your opinion. We have no idea what the government may or may not allow after Brexit. One things for sure though...they will be able to choose.
I repeat, the rules are set! They can't discriminate against one group in favour of another. ECHR will sort that out if they try.

Edit:
On News yesterday, leading Brexiters have already announced that EU immigrants would be subject to the same criteria as current non-EU immigrants.

Suppose the referendum results in a Brexit, (I don't think it will, but just suppose) would that mean that Boris would replace Dave, and Michael replace George. Cabinet will be full of Eurospetics.
Will that mean a further right-wing Conservative Government than the current one?

Should we have a referendum on it? Would that will decide?
If you want a referendum, pressurise the government for one. I don't fancy your chances though.
The referendum doesn't 'decide' a Brexit. That's down to H of P. The referendum is just for the government to know what the electorate want.

Strictly speaking they're emigres but that is colloquially used for those forced to move abroad for persecution reasons.
However they are also migrants.
