The Palestinian Authority have had no jurisdiction over Gaza since the bloody coup by Hamas in 2007 so the reality is that Hamas have prevented Palestinians physical access to the offshore resources.

Tony Blair was involved in negotiations at the time, eventually Shell took over and they then relinquished their 60% stake, too dangerous.
Israel were negotiating with the PA last year on this along with Egypt, Egypt apparently acting as sponsor on behalf of Gaza. Not sure how that ended, but as long as Hamas are around, the gas will stay underwater.

Nope, about half of those are Hamas combatants, a large percentage of the other half forced into harms way by Hamas or deprived of food where Hamas is stealing the aid.
