Boiler working, Pump Working, Actuator working but No Heat or Water. Can anyone help?

Run heating ,close the TRV ( or wheel head valve if no TRV) on those radiators that heat up currently,and see if cold radiators now heat up. Don't touch the lock shield valves on the rads that currently heat up.
How many cold rads are there ?

There is nothing wrong with the wiring i had just put a new Actuator in and not put the cover back on when i took the picture. Thats why i said to ignore the wires. The Exectrics are not the issue but thanks for the input

1st time Heating been put on this year?
If they've worked until recently I'd say lazy pump.
Yes but its not worked properly for over 2 years so we gave up on it. However i was told the Actuator was faulty which it was, so i fit a new one. Then found that the thermostat was not working either, changed that too. HW gave up 3 year ago but its back working fine now. Pump seems to be making the right noises. I have a feeling its the 3 Way Valve.
 
Its quite possible, its a ingenious but devilishly cunning device, thats why you should try all the various combinations, so suggest when its apparently in mid position, HW&CH calling, pull on that manual lever, if it is in mid position then the lever will be loose and floppy with no resistance as soon as you pull on it, if so, do 2 more tests, one, I mentioned above, "with both HW&CH selected just turn the cylinder stat right down, the valve should go fully to CH only and the boiler should remain firing, see below, also check pump on speed3." HW, Port/pipe B should then get cool after a while and the boiler should continue to fire for at least a few minutes even if only 2 rads, for whatever reason, are only heating. If the boiler doesn't continue (see below) to fire, put both HW&CH back on and simply switch off the HW at the programmer and see what happens.
Also remember that any time the valve changes position (even when working perfectly), the boiler will stop and then refire within, at the most. 10 secs or so.
 
Put a screwdriver on the spindle in the pump, if you can stop it easily, it's lazy.

Tried that and it seemed fine, didnt slow down. I have just bought a new (2nd hand) Pump and tried to fit it. I turned both valves off top and bottom and water poured out so i got cold feet and put the thing back to how it was. Still no heat to the Rads
 
If you have TRVs on the rads, check that the pins below them aren't stuck in the down position.
 
Tried that and it seemed fine, didnt slow down. I have just bought a new (2nd hand) Pump and tried to fit it. I turned both valves off top and bottom and water poured out so i got cold feet and put the thing back to how it was. Still no heat to the Rads
Gate valves are pretty good at giving a tight shut off, if you open and shut them say 4 or 5 times, that sometimes helps to get a tight shut off. You can then check by removing the pump center screw and pressing in the pump shaft.

When you run on HW only do those two rads still heat up?.

They only seem to work when the HW is on. This is so bloody frustrating. I took the TVR's off on all rads and 5 of them are not working correctly so i have left them off for the evening to see if it makes a difference. Now i have three radiators working, before it was just 2
 
Did you release them?
Did the rad(s) with stuck pin(s) then work?
With pin stuck down, rad is OFF!
I released them all Pins seem to be ok. Still only got 3 radiators working. This has me beaten
