Because after realising he had been in the wrong he apologised for his actions, not only to Admin, (who ignored all his communications by the way), but also to a number of posters he had offended by his actions.
The different aliases were necessary because each time he tried to reason with anyone he was 'discovered' and subsequently banned. The only way he was able to apologise to the posters was to enrol under an alias and PM them.
If Admin had accepted his apology and his commitment to abide by the 'rules' in future he would never have had to revert to those tactics. It appears in this day and age forgiveness is not the 'in thing'.

I'm with the majority here... Dex is a decent bloke, and should be made a mod (if that's not a punishement), but at least allowed to come back.
As a contrast, look at the dross post by Geraint (my pet troll) in the last hour, nothing helpful (against the rules), quoting his @ss off (against the rules), and just not a very sociable person.... and allowed to stay !!
