The above is stating Covid deaths in care homes were under reported.

Sigh.
There were 13,844 covid deaths recorded in care homes, but there were 28,186 excess deaths recorded in care homes.
"Excess deaths likely include undiagnosed COVID-19 deaths". Undiagnosed meaning they were never diagnosed as covid and were included in the excess deaths but not covid deaths.
If they had been diagnosed as covid deaths then that figure would have been higher. Ergo, the covid death number was underreported.
