I think we're talking at cross purposes here.it wasn't. To go out in France people needed to go to the web and print a reason for it. That was then looked at if needed by the Police as a check and was.
ReganAndCarter was referring to France getting more strict about the migrant camps, and he said "French at last getting serious (at last)" suggesting it was recent, when the article was nearly a year old and it referred to actions taken up to 10 months previous to the publication of the article.
You also suggested that France encourages these migrants, when the article that you linked to clearly disputes your suggestion.
You are quite correct, France does require an "attestation" to show why, and for how long you are out. It shows your address, so the distance from home can be discerned also. It must contain other info' such as ID, etc. So certain other information can be ascertained, e.g relation to fellow traveller, etc.
Incidentally, a hand written attestation will suffice. Not everyone has access to web and printers.
For the green areas of France, this requirement ends tomorrow, but not for the red areas. Although some shops, e.g. DIY, garden shops were open yesterday and today (even though some said shops would not normally open on Sundays).
