Nobody has said otherwise. The argument is of course:

A person born a man, can strip search a person born a women, according to the BTP policy.

Which is why people are campaigning against it.

Sex is biological. Gender is a choice. Hence the term transgender. BTP haven't appreciated the difference in the context of the suspects/detainees human rights. Their policy is dead in the water for that reason alone

They can refuse consent based upon any person (or surroundings) that are not compliant with the conditions set out in law - correct.
The person must be asked how they would prefer the search to be conducted and who they are more comfortable with conducting that search.

Incorrect. Same sex is the only requirement. A man cannot demand a female officer conducts the search or vice a versa. You are conflating the procedure for searching a non-binary, trans, etc.

The first page of the rules, i.e. points numbers up to just 3A are enough to make it impossible. The other four pages mean that it will never happen. Ever.
Sec 2.1, 2.2, 3.5, 4.1, 4.2, 4.3, 6.3, 7.1 and 8.2

All confirm Acquired sex = sex.

Lets take a look at sec 3.5 for example

  1. 3.5. Statutory searches specifically Strip and EIP Searches under Sections 9 through to 12 within Code C, Annex A of The Police and Criminal Evidence act and Annex C of the Code of Practice on the Exercise by Constables of Powers of Stop and Search of the Person in Scotland specifically require that the officer and the subject must be the same sex. For searches conducted under these powers particularly the provisions set under for searches under Section 54 and 55 of PACE.1984, BTP officers/Staff will only search persons of the same sex as either their Birth Certificate or GRC.
