Every adult (except those who have been trafficked) who enters the UK via small boat etc. without the appropriate passport, visa or leave is guilty of s24 of the immigration act. Those who assist others by piloting/steering/helming/etc may be guilty of a s25 offence. They are therefore all illegal immigrants.

If they can subsequently prove they are refugees, they may be afforded protection by the state. Noting the following things:
1) the government has stated it will not grant refugee status (save for the small exceptions) to anyone guilty of s24.. s25 etc. arriving by small boat
2) the refugee convention does not require protection to those guilty of crimes.
3) s24 and s25 offences committed during an attempt to enter the UK for the purpose of claiming asylum does not give the illegal immigrant a get out of jail card if they did not come directly to the UK without passing through any other safe country.

You don't like it, but its the UK government's strategy and the legal basis that they are operating within.

Currently the CPS target offenders who have aggravating factors, there is a long list (already shared), and these include previous attempts or allegations of facilitation (s24 or s25). If there is sufficient evidence to proceed on facilitation you get s25 and typically 4 years prison, if not they go s24 with 9 months.

So you start out as an illegal immigrant.

They can apply for that, but they don't have an automatic right. Like most other countries, so doesn't make it a pull factor.

But that has only existed for a few months, so they're just labels applied at random.

Because I don't know what this is supposed to mean,
It's not obvious to you then, if France has a problem with policing it's shoreline then other countries may have the same problem. Takes some manpower don't you think.

What has all this got to do with immigrants choosing other countries rather than the UK?
