I'm not a planner, but if you have the shell up, plus possibly windows, everything after that is not really development so doesn't come under planning. Just say you are a minimalist. Then when you have a change or heart on the whole minimalism thing, adding the first and second fix items would just be internal works not subject to planning control.

After reading the guidance for the neighbour scheme and these posts. Would the best application be to be as basic as possible and put the maximum heights as allowed through permitted development. Aferall it is just a schem that allows you to go out extra metreage, everything else about the build juts needs to be within permitted development. ?
