Rape gangs. Why does the Home Office minister not want a national public enquiry?

Are you being deliberately thick? I’m asking for examples where white grooming gangs were not prosecuted BECAUSE OF CONCERNS OVER THEIR RACE.
So not being prosecuted because of 'other' forms of cover up doesn't count?

Mottie, you are starting to sound like a disturbed obsessive racist. Folk have pointed out to you that there are thousands upon thousands of victims of gang related child sex abuse where the offenders have got away with for one reason or another. ALL are abhorrent. Of course a white peado is not going to gain protection or anonymity because of his race, rather he'll gain his cover because he has money, or privilege or friends in high places or whatever. And all because he is WHITE.

What really is your point here Mottie other than a Pakistani Muslim rant?

I'm equally annoyed by any cover up for any reason, be it race, fame, institution, connections, power etc

Why the need to differentiate ?

You‘ve all seen examples of Asian grooming gangs that were not prosecuted due to fears about their race but I’m still waiting for the faithfuls (Nosey, Notch, Ellal, JohnD, carman, Brig) to give me examples of any white grooming gangs or individuals that were not prosecuted because of fears about their race. All JohnD has come up with was Cyril Smith. Fat nonces who are part of the establishment were not a race the last time I looked.

All sorts evaded justice for all sorts of reasons.
Class
Authority
Power

None of which were right - I've consistently said same laws for all, without fear or favour - and would not have lessened the impact on any of the victims.

It only has to be about "race" for you.

Says it all.

Because some Asian grooming gangs were not prosecuted specifically because of their race.

I know that. And other groups weren't investigated for other reasons such as money, power and deference.

You say this thread is about whether to have a national inquiry into historic child sexual exploitation by Asian grooming gangs. To discuss that properly, involves discussing why this one particular form of CSE is being focused on specifically. Why does there need to be another inquiry into this, and not say another inquiry into child sexual abuse in the Anglican church. They were all part of the same national inquiry which only finished two years ago. Are you suggesting that there should now be twelve new national inquiries to cover all the areas looked at by the combined inquiry. Or is there some reason that this particular type of CSE needs investigating again more than the others.

No, not when you are specifically discussing Asian gangs not being prosecuted because of their race.
So you don't think that the enquiries, reports, resignations, sackings, imprisonments recommendations etc, focusing solely on Asian grooming gangs, is enough? Even though folk have pointed out that the problem is much more widespread and equally as serious elsewhere?

Focussing heavily on just 1 area would obviously leave other areas less checked

I wonder why anyone would want that to be a possibility

No, not when you are specifically discussing Asian gangs not being prosecuted because of their race.
Why do you specifically want to target just Asian grooming gangs - still, today? Bearing in mind the information you already have.

Mottie is obsessed by race.
I'm not saying Mottie falls into the following bracket, however to your point, I firmly believe there are some who have the following attitude to those who commit crime.

Yes, white British people commit crimes, however at least they're one of our own.

The same opinion will be held by those in other countries who hold the belief the country they live in should be populated exclusively by white indigenous citizens. Such an opinion wouldn't be widely broadcast by these people, and of course they are fully entitled to hold that view.

It's racist if you point out the rapists ethnicity but it's not racist if you point out the ethnicity of their victims?

Despite the fact the victims themselves say they specifically had the colour of their skin used against them... it's still not racist.

Have I got that right?

The forum trolls think that in a country where ~85-90% of the male population identify as White British, there is a statistical relevance if they are frequently perpetrators of crime. Of course anyone with more that 2 brain cells knows that statistical relevance is all that matters.

Unfortunately the trolls read one single line and conclude it supports their argument. Sadly, they never bother to read the detail. The devil is always in the detail.

Paragraph 76 says it all:

76. A number of papers have reported on offender ethnicity in group-based CSE, typically as part of wider research in this space. Findings from these are summarised below:
  1. a. CEOP (2011) undertook a data collection with police forces, children’s services and specialist providers from the voluntary sector, looking at those allegedly involved in ‘street grooming’ and CSE. Data was returned on approximately 2,300 possible offenders, but approximately 1,100 were excluded from analysis due to a lack of basic information. In the remaining 1,200 cases, ethnicity data was unknown for 38% of them. Where data was available 30% of offenders were White, while 28% were Asian. Due to the amount of missing data, both basic offender information and ethnicity specifically, these figures should be treated with caution.
  2. b. Berelowitz et al. (2012) collected data from a range of agencies including local authorities, police forces and voluntary sector organisations on individuals known to be exploiting children. Around 1,500 individuals were identified, but there was no data on ethnicity for 21% of them. Where data was available, ‘White’ was the largest category. However, it should be noted that this data relates to a time period at least ten years ago when many agencies were less familiar with CSE. This work also did not distinguish between groups and gangs.
  3. c. In 2013 CEOP undertook a second piece of work in this space. Data was requested from all police forces in England and Wales on contact CSA, and responses were received from 31. Of the 52 groups where data provided was useable, half of the groups consisted of all Asian offenders, 11 were all White offenders, 4 were all Black, and 2 were exclusively Arab. There were nine groups where offenders came from a mix of ethnic backgrounds. Looking at the offenders across all groups, of the 306 offenders 75% were Asian. However, as with CEOP (2011) these figures should be treated with caution due to the amount of missing data.
  4. d. The Children’s Commissioner for England carried out work in 2014 looking at police data on CSE offenders (Berelowitz et al., 2015). Data was provided by 19 out of 43 police forces, showing nearly 4,000 offenders, 1,200 of whom were involved in group-based CSE. This study found that 42% were White or White British, 17% were Black or Black British, 14% were Asian or Asian British, and 4% had another ethnicity. No data on ethnicity was recorded in 22% of cases. As above (Berelowitz et al., 2012), it should be noted that when this work was carried out when many agencies were less familiar with CSE, and very little was recognised or recorded about this kind of offence or offender by police at the time.
  5. e. Lastly, the Police Foundation (Skidmore, 2016) looked at group-based CSE in Bristol, and found that those from ethnic minority backgrounds were over-represented compared to the local area. However, they note that this is likely magnified by skewed and incomplete data.
So if 85% of men are white/white British and they make up just 42% of offenders. Even someone with half a functioning brain will be able to see this is a significant under representation of white/white British.

I don't expect the forum trolls to understand this, but its there for anyone else who wants a read.
