Are the French actually in NATO? They certainly don't belong to the military side of it - deGaulle pulled them out of that in 1966 - and whilst they assigned permanent staff to SHAPE in 2004 they still aren't a full member, are they?

Thats not quite right. They weren't completely embedded, as part of the full unified NATO command staff, but operated as national units within NATO operations.
And they joined back into the command staff in 2009.

I think that's highly unlikely.
If the narrative in Russia is as tightly controlled as it is in the UK then there's little chance of any negative messaging getting through on a large enough scale to make any difference.

Russia is running through its first line kit and trained people. Without tanks, guns, amunition and training then it isn't clear how much use mobilisation would be.
Their trained people who currently can refuse to be deployed would lose that right, but it won't magically create new divisions of trained tankers or tanks to send to the front.
