Not many wars occur without people being killed and maimed. Refugee convention doesn't really help a person wanting to avoid the draft. In fact it gives them grounds to refuse (criminal offences).

For balance it's worth mentioning the 'kindertransport' programme when the UK took in 10,000 jewish children, which, again for balance, is considerably more than Holland, Belgium, France, Sweden, and Switzerland.
