Could say we won the ideological war years ago when Gorbachev allowed the wall to come down and Western influences to gain ground in the old Soviet Union. There is a school of thought that suggests we should leave some dignity for the people who largely backed down, and not ram Western influences down their throats by taking NATO, EU, etc right up to their garden fence.
It seems the CIA have been cautious about western involvement in eastern europe for a long time - probably mostly NATO concerns not the EU, ;) If Russia joined that I'd expect they would worry, Not that it could. The CIA's worries have made no difference.

I'd say that is more associated with Bush's I've looked into this man's eye's - Putin's. He firmly reckons communism is a dead end. The guy before him may have had similar ideas. As to Putin go read his wiki page. The good for Russia aspects might still be there. He has no need to rig elections - so far. They appear to have a Boris like problem - who to replace him with. The britannica has a decent run down on the break up The pure political aspects anyway. I have also heard that money figured to some extent. Commodity prices world wide but have never tried to check that - oil was mentioned.
