Russia are complaining about that aspect. It appears to go back to an agreement between Russia and the US that NATO would not get involved in eastern europe. I don't know if the US can use a veto in that respect.

They are often called smoke/marker rounds for their use in marking points of interest, such as a light mortar to designate a target for artillery spotters.

I believe it can be used for incendiaries but also that there are far better options for that use.

That's missing the point aboutwhite Phosphorus.
It burns on exposure to oxygen, on whatever it lands on, includng people. It causes very nasty burns, so it's "illegal under international law". Stupid expression that, there are no international police or they'd go and arrest Putin.

The same agreement probably had clauses to say Russia wouldn't get involved.

There is a twisted aspect to that as we know nothing about Russia USA talks early on. All we heard was from the USA - maybe for some aspects. Russia may have said if they don't help achieve an agreement they will attack. That leaves them in a position where they will attack.

Unlikely yes - impossible no. Strategically over all as it has now turned out it leaves the US with the advantage maybe at not much cost to themselves. It leaves a number of problems elsewhere some of which will probably take a while to show their overall effect.

TBH given Ukraine politics I doubt if this sort of solution was possible. Much earlier on when the west moved in it may have been.

Some US spokesperson probably not belonging to the current lot in power reckoned it can all be read in the Library of Congress. ;) I'd prefer to read it myself. It also seems that the CIA have been saying NATO in e europe will cause problems for rather a long time.

Russia was globalised when this agreement was made. If NATO wasn't where it is and Russia invaded exactly the same as is currently happening would. Being able to trade is a pretty powerful reason for avoiding wars. Ukraine to me revolves around Crimea and a naval base. Strategic aspects. The SE of Ukraine fits in with that as well. Crimea did contain Ukraine's naval base but that moved to Odessa. Even given the amount of fighting this is what Putin's end game may be - Crimea plus some more.

nor tomorrow, nor the day after.

nor by any forseeable date

What I meant by "today" was that it could not be too soon, but it will happen as many have lost their lives, injured, lost loved ones and many will be unhappy with any ceasefire so that is the way forward. They could choose to say no but it will only lead to more destruction...................

it wont happen. Go back in time and it may have achieved something but not now from a Russian perspective.

A more interesting aspect is should Mariupol Ukrainian soldiers lay down their arms to prevent further civilian deaths?
