Who cares. The certificate has nothing to do with the legal requirement for an opinion to be formed and as has been evidenced the abortion can proceed without the certificate.

Government guidance for their legislation,

"Form HSA1 must be completed, signed and dated by two registered medical practitioners before an abortion is performed under Section 1 (1) of the Abortion Act1967."

"The form must be completed by both practitioners certifying their opinion, formed in good faith, that at least one and the same ground for abortion in section 1(1) of the1967 Act exists.1 The certification takes place in the light of their clinical judgement of the circumstances of the pregnant woman’s individual case"

Doctors. They are there to help ensure that the correct procedure is used. The reason for the various methods is based on the risk of complication as the number of weeks since gestation increase. If people don't stick to them they are likely to finish up in hospital - some do anyway.

Various people spouting - usual problem ignoring the basic problem which is the need for several different procedures. The pills sound nice and simple. Currently they are POM's with a complication - 2 doctors. Use a clinic, still paid for by the NHS and it all looks after itself and it seems a women may get the pills by post following talks over the phone. i wonder how many times clinics actually do this but no need for any changes at all.

Use the NHS. I suppose someone could try A&E but the only legitimate root in is via a GP.. When the NHS is actually visited. Probably find it's the same as a clinic. A qualified nurse and a similar midwife. No need for a change again.
