The reason it is not there is because approval has 2 meanings.

Signing the form is an act of approval.
Approval has two meanings and certify isn't one of them.

It seems odd how a lawyer can’t follow the steps which take place.
Case law involves interpreting different judgements across many different fields of expertise and scenarios to find similarities in current cases. To say that it hinges of specific words being present is ridiculous.

Your example surely shows why it shouldn't just be up to the woman. There have to be boundaries, unless termination at any time, and for any reason, during the pregnancy is thought to be ok.

True, and i'm not arguing in favour of raising the limit in any way but once you accept the premise of a 'woman's right to choose', then how far should it go?

Certification in the context means the official confirmation that the medical exemptions are met, nothing to do with permission or approval That is the woman's choice. It would be bizarre in such sensitive circumstances if a doctor was akin some kind of agent of the state approving the termination.

That is what the law requires. If the criteria in the law are not met, in the opinion of two doctors, then the termination cannot proceed.

No one has claimed on here that they are approving the procedure or the why/how the woman has come to her decision. It is only a clinical judgement on whether the criteria in the law are met. Nothing more.

It it still ultimately an approval to proceed, or not.
