HSA1 and 2 etc is covered by separate legislation and there is no question that these are needed as part of the process of carrying out an abortion.

The legislation (not the abortion act) but the governing regulations give time limits for when the forms must be completed
So you spent many pages arguing form HSA1 was not an approval ( it is)

And now you are arguing it’s different legislation. (Which has no bearing on whether HSA1 is or not approval (it is)

The reason it is not there is because approval has 2 meanings.

Signing the form is an act of approval.
