Within the first 14 weeks it is an automatic right. There is a simple procedure to go through where you have a chat with a medical professional and they give you some information about the procedure. You then go back a week later and sign to say you still want to go ahead. What makes you think it is difficult?

Even before 10 weeks, the pill isn't automatically given. It also requires approval. For example,

"This service is a safe and legal way to end a pregnancy before 10 weeks gestation without needing to attend a clinic for treatment. You will have a telephone consultation and full medical assessment with a trained nurse or midwife who will assess your suitability for treatment. If treatment is suitable and safe, you will receive abortion pills by post a few days later, or we can book you for an alternative treatment in clinic. Sometimes a scan or other in-clinic checks are required before treatment."

A woman can request an abortion, the choice to have one is entirely hers. She can be given the drugs to do it at home if she is less than 10 weeks pregnant. She doesn't need the approval of a doctor a consultation with a suitable practitioner is fine. The role of the doctor is to confirm he/she is satisfied that has happened.
If over 10 weeks, it's a bit more complex, so she needs to go to a clinic, two doctors give an opinion that she is within the legal framework. The scope is only compliance with the legal exemption and not if it's the right course of action.
The exemptions have a very low bar and she can proceed, like the many hundreds of thousands who have been granted access, in the last 20 years with only 4 convictions. Any requirement for paperwork HSA1 or HSA4 is the doctor's responsibility and entirely irrelevant to her exemption.
 
Of course we could make it even easier, but since the introduction of the "telemedicine" scheme, there has been a significant increase in the number of women being investigated and charged (more in the last 2 years than the previous 20).
