Two doctors have to sign it off yes. But pills can be taken at home. It's a hangover from the Covid days

I wonder what would the process be? The woman has a consultation over the phone. At what stage do the two doctors reach their opinion and certify it. Presumably before the pills are sent. How do they get the information to base that opinion on. Is it OK to read notes or do they chat with the person who did the interview.

So a doctor has to agree (approve) to the request

Or that pills are not suitable, i.e. approval not given to self administer.
