What has tenant done to the electrics?

With the cover back on (which I assume is how the old tenant left it) I very much doubt that a prospective new tenant would notice - but they probably would notice the absence of electricity :)

I certainly wasn't suggesting that, and I'm not sure I understand your point. There is only one meter connected to that fuse, so I doubt that there are 'other users' (other than the tenant of the unit).

Yes, maybe - but there are all sorts of possibilities. Indeed, if it had been there for some time, it's possible that he/she had just forgotten about the link - or, of course, that link may (behind a closed lid) even have pre-dated the recent tennant's tenancy!

No. The link wasn't there before. I have a picture in the Inventory Check In report showing there was no link when tenancy started, pic below.

Fair enough - but that still leaves the possibility that the link was installed some time ago and the outgoing tenant simply 'forgot' about it.

Mind you, had he/she remembered, and removed the link (killing the electricity supply if it were there to bypass a blown fuse) that would presumably have led to questions as to why the fuse had blown in the first place.
 
For what it's worth, I'm not sure that I have ever seen any sort of cover over fuse holders like those!
The cover wasn't covering the fuse holders themselves, it was covering the "break out" of the service cable feeding the fuse holders.

I used to call them 'spreader boxes', they allow the incoming cables to fan or spread out, often fitted with a cable gland.

Yes, possibly, but I doubt that we'll ever know the full history for sure.

In any event, if the situation is such as you suggest, that presumably merely makes things 'worse' - since it would mean that the link would have been totally visible for all the time since it was installed.
 
I did 2 inspections last Oct and Nov, didn't notice that wiring. They had 2 off 2 ring electric cookers. There was an air compressor still in the box, they had American style fridge freezer. As the place is empty now, I could see all wall sockets yesterday were the same as before not replaced and without any signs or marks on them, didn't check their operation. All lights and boiler were working. There was no new wirings...

This tenant put the link but don't know why, the cover didn't fall off on is its own....
 
When you get it repaired get one of these signs made up :)

I suppose it depends upon how exhaustive your inspections were, but would you necessarily have noticed that. I must say that if/when I 'inspect' rented properties,I'm not at all sure that I would pay much attention to that sort of thing!

I'm sure it didn't, but I presume that it would have had to have been opened or removed to get that 'link' into the incoming side of the fuse holder?
